Denise Beagley
Banner University Health Plan
Denise Beagley, M.Sc. is the Associate Director of Crisis and Justice Systems at Banner University Health Plans, and works part-time as a Crisis Interventionist for Chandler Fire Department. She has worked within the behavioral health system since 2002. Before working in Arizona, she completed her master’s degree in Counseling Psychology at Trinity College Dublin. While at Trinity College, her research focused on the Garda Síochána (police force in Ireland) and working under stress. In 2018, Denise was appointed to the Arizona Parents Commission on Drug Education and serves as chair commissioner. Since 2005, Denise has served as an adjunct faculty for the Office of the Courts, Arizona Probation and Crisis Intervention Team (CIT) instructor within Maricopa County. She is a Faculty Associate at the Arizona State University at the School of Social Work. She has over 20 years of experience working under the umbrella of Psychology and Public Safety and serves as a Subject Matter Expert (SME) to internal and external ASU departments and provider companies.
Doyle Morrison
Pima County Justice Services
As the Community Engagement and Equity Specialist and the Transition Center Program Manager, Doyle utilizes his experience and passion in community engagement to promote and implement change to existing community collaborations, policies, and procedures. Doyle brings professional and lived experience as a returning citizen, veteran and over 16 years working in Behavioral Health, supporting justice-involved specialty populations suffering from serious mental illness, trauma and substance abuse disorders. Prior to joining the Pima County Justice Services Team, Doyle worked with a national Medication for Opioid Use Disorder (MOUD) Treatment Provider as the Community Programs & Integrations Manager for the Southern Arizona Region.
Eric Perry
Avenir Behavioral Health Center
Eric is the Executive Director at Avenir Behavioral Health Center, a Joint Commission accredited 32 bed inpatient Level 1 and detox hospital in Surprise, AZ. He has 20 years of experience in behavioral health treatment and leadership. He holds his Master’s Degree in Counseling and is an AZ-Licensed Substance Abuse Counselor and Nationally Certified Counselor. He has extensive operational as well as clinical experience in both the inpatient and outpatient worlds. He’s also on the Board of Directors for the Arizona Board for Certification of Addiction Counselors.
Garry Metcalfe
Consultant- National Center for State Courts
Garry Metcalfe, B.S., has worked in the field of toxicology since 2001. He began his career working postmortem toxicology cases with the Office of the Chief Medical Examiner for the state of Oklahoma. He spent his time at the medical examiner’s office testing a variety of specimens like blood, liver, urine, gastric contents, bile and vitreous humor. After 12 years there, he transitioned to working for the Oklahoma State Bureau of Investigations (OSBI), where his focus switched from postmortem toxicology to antemortem toxicology. At OSBI, he tests mostly blood and urine for the presence of drugs in suspected DUI cases. His role requires him to perform tests for the presence of various drugs such as THC, synthetic cannabinoids and other designer drugs, prepares a report and testifies on the results in court. He has been deemed an expert witness in the state of Oklahoma. He has assisted in the validation of newer synthetic cannabinoids to existing procedures at the OSBI. As a part of his role, he has audited the Drug Recognition Expert program. While at the OSBI, he took over the administration of the Forensic Science Academy, which is a program designed by the OSBI to provide a better understanding of the test performed at the OSBI to judges, prosecutors and defense attorneys in the state of Oklahoma. Garry was recently promoted to Supervisor of the
Toxicology Unit at OSBI. Garry has completed the course for ANAB (ANSI National Accreditation Board). This course makes him eligible to access other laboratories for accreditation by ANAB. He also is a former assistant teacher for the University of Central Oklahoma. In this role he assisted in a senior level Forensic Toxicology Laboratory class. Garry has volunteered for numerous community outreach programs to educate the community on the field of toxicology. Garry is a former board member and past President of the Southwestern Association of Forensic Toxicology (SAT). He has also attended the Borkenstein Drug Course, DEA Forensic Chemist Seminar and the Midwest Forensic Resource Training Program.
Georgette McNally
Maricopa County Adult Probation
Georgette McNally is a Drug Court Counselor for Maricopa County Adult Probation. She is a licensed professional counselor and has been working for the county for over 7 years. Georgette has experience providing assessment and counseling services to adults in the court system. She takes an active role organizing events, speaker meetings, and programs for Drug Court Alumni participants.
Harold Owens
MusiCares
For the past 26 years, Mr. Owens has specialized in the field of addiction treatment for the entertainment, legal and medical communities.
From 1993 to 1999 he was the Program Director of the Exodus Treatment Center where he also served as a consultant for the State of California’s Impaired Physicians Program, implementing substance abuse treatment strategies for physicians who were either mandated to treatment or volunteered to undergo treatment.
In 1999, Harold was hired by the MusiCares Foundation, the charity arm of the National Academy of Recording Arts & Sciences (GRAMMY Organization) as the Senior Director of the MusiCares/MAP Fund, where he is responsible for the implementation of all aspects of its addiction recovery program, including treatment services, outreach, case management and provider contracts. He is also a frequent moderator and panelist at a number of music and entertainment industry conferences that address the problems of addiction.
In October, 2001 and again in 2006, Harold received Official Certificates of Commendation from Mayors’ James Hahn and Antonio Villaraigosa for Outstanding Service in the field of Addiction Recovery.
Helen Feroli
Faculty Consultant- All Rise
Helen Feroli owns a consulting business where she is able to harness her more than 25 years’ experience in human services to assist new and existing agencies in the areas of staff & program development, quality management, licensing, and accreditation. She also works part-time providing mental health and substance use disorder counseling services. Helen has worked with treatment courts since 2011 and has served as a consultant faculty member with NADCP since 2016. She is committed to giving back to her community and serves as a volunteer with the American Red Cross and on the board of a local non-profit organization providing sober housing & wraparound services to families affected by addiction. Helen received her Master of Arts in Clinical Psychology from Bridgewater University. She lives in Bend, Oregon with her husband and daughter. In her free time, Helen enjoys gardening, horseback riding, historical fiction, and spoiling their two large dogs.
